The Ministry of Justice, Religious Affairs & Constitution is a key government institution responsible for building and implementing a governance system based on justice, law, and Islamic values.
The foundation of the Ministry is rooted in the need to unify three essential pillars of modern statehood:
- Justice and Judiciary – to ensure the protection of citizens’ rights
- Religion and Moral Guidance – to preserve Islamic values in society

The Ministry was established in response to the need for a structured legal system that promotes stability, prevents disorder, and strengthens governance within the Northeastern State of Somalia.
